We are seeking your views on a small number of proposed changes to the Environmental Protection (Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) Regulations 2000 (SI 2000/1043), as amended by the Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) (Amendment) Regulations 2020 (SI 2020/489), (hereafter the PCBs Regulations).

The purpose of this consultation is to seek your views on a draft of a statutory instrument that will amend the PCBs Regulations. Amendments are being proposed for four individual regulations in order to provide additional clarity to reflect their original policy intent. The SI does not propose any new policy positions.

The proposed amendments include clarification of the requirement to remove PCB-containing equipment by the end of December 2025.

This is a joint consultation carried out by the UK and Welsh Government. The Welsh Government has been involved in the preparation of this draft SI and consultation. All amendments and proposals detailed within this consultation will be applied to England and Wales only.
