Provisions will be required in regulations to formalise the intention that any decision to introduce a levy should be taken by the full council.

These provisions will be reflected in a consolidation with amendments of the Local Authorities (Functions and Responsibilities) Regulations being prepared by the Department of Communities and Local Government, and to whom any queries should be addressed.
