Following the Chancellors announcement in the Summer Budget that the OTS is to be made permanent and put onto a statutory basis, the government has published draft legislation and explanatory notes, as part of the draft Finance Bill 2016 material published on 9 December. The clauses give effect to the Chancellors commitment and expand the OTSs role.
