Norfolk Vanguard Limited submitted an application for development consent for the Norfolk Vanguard Offshore Wind Farm on 26 June 2018, with a Development Consent Order (DCO) granted by the Secretary of State (SoS) for the Department for Business, Energy and Industrial Strategy (BEIS) on 11 February 2022 (Order). The Order granted consent for the development of an offshore wind across two offshore sites located approximately 47 and 70 kilometres (km) off the coast of Norfolk.

On 17 December 2021, Norfolk Vanguard Limited entered into an agreement for lease with The Crown Estate in respect of (i) part of the wind farm array area and (ii) the cable corridor. Therefore, Norfolk Vanguard Limited and Norfolk Vanguard East Limited both hold an interest in the land to which the Order relates.

On 13 June 2022, the Marine Management Organisation (MMO) received a request from Norfolk Vanguard West and Norfolk Vanguard East Limited to vary the Deemed Marine Licences (DML) contained within Schedules 9 and 10 of the Norfolk Vanguard Offshore Wind Farm (Project). Alongside with the dML variation a transfer of benefit was conducted for Schedules 10 and 12.

The MMOs decision was to vary the DMLs as detailed in the Notice of Variations, effective from 15 December 2023.
