This guidance consists of two parts:
Completing competition assessments in impact assessments: advice on answering the four questions in the competition assessment
Assessing the effect of competition: information on assessing whether a proposed subsidy is likely to have a significant effect on competition and, if so, incorporating this competition consideration into the wider appraisal of the proposal
