The government wants to ensure that as many businesses as possible can access the benefits of Primary Authority as simply as possible. After reviewing the operation of the scheme with many of those who use it, we identified improvements that would make it work more effectively. Our proposals for the extension and simplification of Primary Authority were presented in this discussion document. Feedback was requested from 16 September to 5 November 2015. The majority of the changes to the scheme will be made through the Enterprise Bill, which is now before Parliament. A summary of feedback from stakeholder meetings and responses to this discussion document was published on 10 March 2016.
