Open consultation: Moving away from paper documents to progress an order application under the Transport and Works Act 1992

This consultation sets out proposals to modernise the TWA rules to enable electronic applications for an order under the Transport and Works Act 1992 (TWA), instead of progressing solely with paper documents.

The proposed change aims to:

  • support a more time and cost-efficient process
  • improve the accessibility of the process
  • reduce the environmental impact from printing paper documents

Those interested or affected by TWA applications would still be made aware of the application being submitted, by receipt directly in the post (unless an email address is available) of a notice or by viewing a site notice.

This consultation is aimed at parties with an interest in the way that applications for the construction and operation of railways, tramways, trolley vehicle systems, other guided transport systems and inland waterways are progressed under the TWA, and the effect of the proposed changes.

The TWA rules are contained in the Transport and Works (Applications and Objections Procedure) (England and Wales) Rules 2006 and the Transport and Works (Inquiries Procedure) Rules 2004.
