Includes advice on how local authorities can work with local government associations to:
- develop Local Cycling and Walking Infrastructure Plans (LCWIPs)
- develop and implement Travel Demand Management Plans
- plan for and improve active travel infrastructure
- promote behaviour change to enable active travel
