The Department for Transport (DfT) has published its response to the consultation on proposed changes to the value of rail penalty fares.

The response outlines feedback received and explains that:

  • DfT will replace the current method for calculating the value of the penalty fare and will introduce a surcharge of 100 on top of the price of the applicable single fare, reduced to 50 if paid within 21 days
  • the appeals process introduced in 2018 will remain and any appeal will stop the clock on the 21-day period during which a reduced charge is payable

Consultation description

The Department for Transport (DfT) is consulting on the following proposals and inviting additional comments and suggestions to aid future policy formulation:

  • changes to the Penalty Fare value and formula (with the effect that the final value of the Penalty Fare can be varied in line with the circumstances associated with the issuing of the penalty)
  • considering whether the name of the Penalty Fare remains appropriate

These proposals are still being developed. Your comments will be taken into consideration following the closure of the consultation
