Shifting the scales: Transforming the criminal justice response to domestic abuse sets out the Domestic Abuse Commissioners vision for reform of the criminal justice system to ensure a holistic, multi-agency approach to all victims and survivors of domestic abuse. It is the Commissioners first report on the criminal justice system.
Bringing together previous reports and reviews, insight from practitioners, new data and, crucially, survivor voice, it proposes 12 recommendations across 4 themes which, when implemented together, would transform the criminal justice response to domestic abuse.
The report is aimed at government, parliamentarians, and criminal justice leaders as they work to improve the criminal justice systems response to domestic abuse. It was laid in Parliament on Wednesday 22 January under the Commissioners powers in Section 8 (6) of the Domestic Abuse Act 2021.
