Prevent learning reviews are carried out where a terrorist attack or serious violence offence has been committed by someone with prior involvement in the Prevent programme. They are commissioned jointly by the Home Office and Counter Terrorism Policing.

Prevent learning reviews are aimed at identifying internal learning within the Prevent system and are flexible and scalable to reflect the severity of the incident and the range of agency involvement. They are often highly technical and delivered at pace to ensure the swift identification and implementation of learning.

Since the review was finalised in 2022, all recommendations have been fully implemented.

This Independent Prevent Learning Review is being published for maximum transparency, as the inquest in this case was suspended prior to it making the findings of the review public.

The report has been redacted in places to protect individuals referred to and national security.
