Baseline data to support development of future health systems
The Department is committed to publishing shadow indicative allocations for clinical commissioning groups and local authorities (in respect of their public health responsibilities)  before the end of the year.

These will be important in allowing LAs and emerging CCGs to plan for the responsibilities they will take on from April 2013, and will support engagement and feedback on our approach. It will also help PCTs to prioritise spend during 2012-13 to take account of the need for a smooth transition.

This requires a good understanding of current local spend, so we therefore need support in collecting baseline spend information.
