The Joint National Protocol for the Recall Process for Offenders Subject to Licenced supervision has been revised and updated. This revision details the roles and responsibilities of all stakeholders in the recall process and reflects current processes and practice.

The Joint National Protocol sets out the respective responsibilities of individual agencies when offenders subject to licenced supervision are recalled to prison custody. This protocol applies to all determinate and indeterminate sentenced prisoners who are released into the community subject to licence conditions and supervised by the Probation Service and Youth Justice Service. It does not apply to offenders under Post Sentence Supervision. The overriding objective of the protocol is to ensure that offenders who breach their licence conditions are returned to prison custody to protect the public and victims of crime and prevent further offending.

This protocol has been produced by the Public Protection Group (PPG) within His Majestys Prison and Probation Service (HMPPS), with contributions from the agencies listed below:

• HMPPS (Prison and Probation Service)
• Youth Custody Service and the Youth Justice Board
• The Police
• Crown Prosecution Service
• Electronic Monitoring Services
• Home Office

The processes documented within this protocol reflect current practice in all listed organisations and should be adhered to accordingly by all the aforementioned agencies.

The Joint National Protocol is designed to be read in conjunction with the Recall, Review and Re-release of offenders subject to licence Policy Framework. The protocol also references useful Policy Frameworks and guidance for further information.

This Protocol replaces the previous V 3.0 which was issued on 16/05/2011.
