• permanent secretaries, accounting officers, directors general, and chief executive officers of arms length bodies
• anyone with responsibility for finance, or financial management, whether or not they sit in a finance role
• finance operations, decision support or reporting and control teams
• assurance and audit bodies, for testing best practice
