EXPORT GUIDELINES for live aquatic animals:

Export Authorisation

We have recently reviewed the Aquaculture Production Business (APB) authorisation process as required under The Aquatic Animal Health (England and Wales) Regulations 2009. As a result, we have extended the scope of activities requiring authorisation to include the export of live aquatic animals.

This is particularly important if you plan to export to the EU and/or move live aquatic animals to Northern Ireland (NI) to meet requirements in the new EU model Export Health certificate - which we expect to be implemented from 15 January 2022. The certificate template can be found in Commission Implementing Regulation (EU) 2020/2236.

As of 15 January 2022, Fish Health Inspectors will no longer be able to sign animal health certificates for exports to the EU and movements to Northern Ireland. These will need to be signed by an Official Veterinarian (OV). It is the exporters responsibility to source an Official Veterinarian for this purpose.

If you wish to export or move live aquatic animals to NI or any of the Crown Dependencies for the first time since 1 November 2021:

  • you must apply to become authorised to export live aquatic animals in England and Wales using Form AUTEXP. There is no fee for applying or authorisation.

  • once authorisation and approval to export is granted by the FHI you may arrange to export following the steps details below.

Arranging to Export

For each new export scenario, the following steps must be completed when arranging to export live aquatic animals.

Prior to submission of an Export Notification Form EXP1 application, it is the exporters responsibility to:

  • establish the entry requirements for live aquatic animals including the aquatic animal health attestations and the export animal health certificate required, this is obtained from the Competent Authority or Official Service responsible for aquatic animal health in the destination country.

  • for exports to the EU (including Northern Ireland) and Jersey, Guernsey, Isle of Man Provide the Fish Health Inspectorate (FHI) with a copy of the written advice and aquatic animal health certification requirements for entry from the Competent Authority or Official Service in the destination country.

  • for exports to the Rest of the World (RoW) - Provide the Fish Health Inspectorate (FHI) a copy of the written advice and aquatic animal health certification requirements for entry as provided by the Competent Authority or Official Service in the destination country and a copy of the animal health certificate required.

  • once this information has been received, please forward to fhi@cefas.co.uk where it will be assessed, and feedback will be provided to you within 15 working days.

Once you have received confirmation from the FHI that your export can meet the requirements you must contact an Official Veterinarian (OV) to make arrangements for them to inspect the consignment and issue the required health certificate.

Once confirmation is received from the FHI:

  • complete and submit?EXP1. It must be completed in full, signed, either electronically or by hand, and returned to the Fish Health Inspectorate (FHI)?fhi@cefas.co.uk?a minimum of 5 working days prior to the date of the export.

  • your EXP1 form will then be validated by the FHI.

  • if an OV is not required to sign the animal health certificate, a Fish Health Inspector will contact you to arrange an inspection of your goods for export, within 72hrs of departure.

For any amendments required to an animal health certificate once it has been generated a new EXP1 form must be submitted and another 5 working days notice before departure applied.

For movements to Crown Dependencies (Guernsey, Jersey, and IoM):

  • if your EXP1 form passes validation you will receive a confirmation email and the FHI will produce the appropriate animal health certificate.

  • a Fish Health Inspector will contact you to arrange an inspection of your goods for export, within 72hrs of departure.

For exports to the EU or movements to NI:

  • if your EXP1 form passes validation you will receive a confirmation email and the FHI will produce the appropriate animal health certificate.

  • your nominated OV, should then contact the FHI to discuss arrangements for provision of the draft health certificate, notes for guidance, attestations from the FHI and to coordinate the inspection of the consignment up to 72 hours prior to departure.

For exports to the Rest of World (RoW):
