Form: Delinked Payments Transfer Request form

You should read the delinked payments guidance before completing this form, in particular the sections on Business changes since BPS 2020 and When and how you can transfer a reference amount to another business.

You should use this form to request the transfer of reference data if you are unable to use the Rural Payments service for one of the following reasons:

  • because you have inherited eligible land
  • you want to request transfer of reference data from a business which has a locked (or closed), inactive SBI
  • you want to request transfer of reference data from a business whose SBI is not locked but you are unable to contact the intended transferor
  • you want to request transfer of reference data that will be transferred to you from another business (but you are unable to transfer online as the transfer to you has not yet been completed farmer 1 to farmer 2 (you) and then onto farmer 3)
  • there are unresolved issues affecting your BPS 2020, 2021 or 2022 reference data
  • you want to request transfer of reference data from an SBI (sole trader) that is awaiting grant of probate

You can only use this form during the transfer period, from 15 February to 10 May 2024. The only exception to this is in cases of inherited land, where this form will be available until the end of 2027.

In some cases there must have been a land transfer (or inheritance of land) from the business given at part A to the business given at part B, as explained in the delinked payments guidance. In most cases we should already have evidence of a land transfer, but we will ask you for this if we need it.

How to complete the form

You need the relevant permissions for this business to complete and sign the form and if you email it to us.

To fill it in electronically:

1 Download the form and save it to your computer

2 Fill in the form and save it again

3 Email the form to ruralpayments@defra.gov.uk. Use Delinked payments: transfer reference data as the subject of your email.

We can only accept forms by email if the address they come from is registered on the Rural Payments service.

To complete the form on paper:

1 print it

2 fill it in

3 post it to Rural Payments Agency, PO Box 352, Worksop, S80 9FG

Please use CAPITAL LETTERS and black ink. Do not use pencil. Write only in the spaces provided. Include a covering letter if you have any additional comments.
