On 27 September 2022 the Office of Rail and Road (ORR) published revised investment framework guidelines, updated to reflect current investment practices.

ORR will keep the investment framework under review and intends to deliver further updates in the short term. This may result in substantive changes to the policy following the introduction of Great British Railways.

Consultation description

The Office of Rail and Roads (ORR) investment framework contains policy and guidelines setting out the legislation and processes for anyone who wishes to invest in the rail industry.

This consultation sought views on an updated version of ORRs investment framework. Changes include making the information simpler and clearer to understand and removing any out of date content. There are no changes to ORRs investment framework policy in this update.


