The Freeport Programme in Wales bidding prospectus sets out the Welsh and UK governments expectations for a Welsh Freeport. Both governments expect ports, businesses, local government, and other local partners to come together to bid for Freeport status. Partners from across the public and private sectors will need to closely collaborate in order to produce the most competitive bids.

The Welsh Freeport model closely aligns to the offer set out in England. The Freeport Programme in Wales is based upon 3 main objectives:

  • promote regeneration and high-quality job creation
  • establish hubs for global trade and investment
  • foster an innovative environment.

This bidding prospectus describes how we expect bidders to show how the Freeport will achieve the 3 objectives.

The bidding process will open on 1 September 2022 and close at 6pm on 24 November 2022. Potential applicants who intend to apply for Freeport status can fill out a pre-registration form.
