The concept of an Annual Position Statement (APS) was introduced in the National Planning Policy Framework in July 2018. The subsequent Planning Practice Guidance in September 2018, and updated in July 2019, set out the process that local planning authorities should follow if they wish to confirm their housing land supply through an APS.
