Guidance: International Fund for Ukraine (IFU)

Overview

The IFU is a funding mechanism that uses financial contributions from international partners to procure priority military equipment for Ukraine. This will ensure the continued supply of military support lethal and non-lethal to Ukraine through 2024 and beyond.

The fund is administered by the UK Ministry of Defence (MOD) on behalf of an executive panel comprising the UK, Norway, Netherlands, Denmark, Sweden and Lithuania. These partners, along with Iceland, Australia and New Zealand, have pledged over 900 million to the Fund to date.

IFU Procurement Process

Working closely with Ukraine, the IFU determines capability requirements, which are launched in procurement rounds known as Urgent Bidding Rounds (UBRs). Three UBRs have been run to date.

Detailed requirements are raised in the UK MODs Defence Sourcing Portal (DSP), the MODs strategic platform for advertising new opportunities and conducting procurement. When a requirement goes live, suppliers from across the globe are invited to submit an Expression of Interest (EOI) via the DSP.

The IFU webpage is updated when new requirements are released on the DSP. Unsolicited offers to the IFU mailbox will not be considered.

Current Procurement Opportunities

A competition for the Manufacture and Supply of Artillery Ammunition is ongoing under UBR 2.

UBR 3 launched on 26 January 2024. EOIs were sought for Air Defence and Maritime capabilities. These requirements are now closed, and a period of assessment is underway. Suppliers who submitted EOIs in these categories will be notified of the outcome via the DSP.

Background

The IFU is not intended to be an exclusive route for support to the Armed Forces of Ukraine (AFU) and existing national and multinational routes for support to the AFU continue to run in parallel; submitting an EOI does not preclude suppliers from pursuing opportunities through these routes.

Suppliers interested in responding to an opportunity should ensure that they are registered on the DSP. Guidance on registering and using the DSP is available on the DSP website directly under the Supplier Registration icon:DSP Registration Guidance. There is no charge for registering or using the DSP and there is a DSP helpdesk available.

Four packages have been announced under the IFU. The first IFU package was announced on 15 February 2023:Ukraine to receive multi-million pound capability boost from international fund.
