This report is an independent review of the quality assurance process surrounding the calculation of the national funding formula (NFF).

This follows an error made in the production of the NFF 2024 to 2025.

Peter Wyman CBE conducted the review between October and December 2023. He had support from experts in other government departments with experience of quality assurance of business critical modelling.

The report:

• explains how the error took place
• makes recommendations for changes to the end-to-end NFF quality assurance and policy process in light of the error
• makes wider recommendations to improve the quality assurance guidance and processes for business critical models in the Department for Education
