This letter to the Civil Aviation Authority (CAA) confirms the Department for Transports intention to consider broadening the enforcement toolkit for the air travel organisers licencing (ATOL) scheme, including the introduction of civil sanction powers.

The intention to review the CAAs powers for the ATOL scheme was also confirmed in the Department for Business and Trades announcement on reforms to package holidays.
