Guidance: Managing parole eligible offenders on licence policy framework

The Framework has been revised to incorporate the changes brought in by commencement of the Police, Crime, Sentencing and Courts Act (2022).

The framework sets out the mandatory requirements and guidance which must be followed by the National Probation Service (NPS) and the Public Protection Group (PPG) for all indeterminate sentenced individuals and parole eligible determinate sentenced individuals in the community on licence.

The framework mandates the processes for:

  • managing all indeterminate sentenced individuals in the community (including frequency of reporting)
  • varying the licence conditions of indeterminate and parole eligible determinate licences in the community
  • applying for the suspension and re-imposition of supervision of all indeterminate sentenced individuals in the community
  • applying for the licence to be terminated for those individuals subject to indeterminate sentences of Imprisonment for Public Protection (IPP) and Detention for Public Protection (DPP)

The framework replaces PI 08/2015- Managing Indeterminate Sentenced Offenders on Licence.
