Guidance: International Fund for Ukraine (IFU)

Overview

The IFU is a funding mechanism that uses financial contributions from international partners to procure priority military equipment for Ukraine. This will ensure the continued supply of military support lethal and non-lethal to Ukraine through 2024 and beyond.

The fund is administered by the UK Ministry of Defence (MOD) on behalf of an executive panel comprising the UK, Norway, Netherlands, Denmark, Sweden and Lithuania. These partners, along with Iceland, have contributed 896 million to the fund to date.

IFU Procurement Process

Working closely with Ukraine, the IFU determines capability requirements, which are launched in procurement rounds known as Urgent Bidding Rounds (UBRs). Two UBRs have been run to date.

Detailed requirements are raised in the UK MODs Defence Sourcing Portal (DSP), the MODs strategic platform for advertising new opportunities and conducting procurement. When a requirement goes live, suppliers from across the globe are invited to submit an Expression of Interest (EOI) via the DSP.

The IFU webpage is updated when new requirements are released on the DSP. Unsolicited offers to the IFU mailbox will not be considered.

Current Procurement Opportunities

A competition for the Manufacture and Supply of Artillery Ammunition is ongoing under UBR 2.

We have now launched UBR 3 and invite EOIs from suppliers across the globe for the following requirements:

Air Defence

In the following sub-capability areas:

  • AD1 Small Tactical Air Defence Radars
  • AD2 Rigid Decoys of Land systems
  • AD3 Repair of former Soviet Union missiles e.g. KUB, STRELA, IGLA
  • AD4 Handheld Counter Uncrewed Aerial System Electronic Warfare system
  • AD5 Vehicle mounted Counter Uncrewed Aerial System Electronic Warfare system

EOI deadline: Friday 16 February 202423:00 Greenwich Mean Time (GMT)

Maritime

In the following sub-capability areas:

  • MC1 Small Crewed Boats, 12-18m
  • MC2 Reinforced Hull Inflatable Boats, 5-10m
  • MC3 Maritime ISR Uncrewed Aerial Systems
  • MC4 Maritime ISR Uncrewed Surface Vessels
  • MC5 Maritime loitering munitions
  • MC6 Mine Counter Measure Uncrewed Underwater Vehicles

The detailed UBR3 requirements will be raised in the UK MODs?Defence Sourcing Portal (DSP), the MODs strategic platform for advertising new opportunities and conducting procurement.

Suppliers interested in responding to an opportunity should ensure that they are registered on the DSP. Guidance on registering and using the DSP is available on the DSP website directly under the Supplier Registration icon:DSP Registration Guidance. There is no charge for registering or using the DSP and there is a DSP helpdesk available.

Procurements on behalf of Ukraine through the IFU cannot follow the recognised standard route for public procurement of equipment and services due to the urgent nature of the requirement and the evolving Russian threat. By submitting an EOI, suppliers acknowledge and accept the exceptional nature of the IFU and UBR model and waive all legal rights which may otherwise have arisen from participating in a public procurement.

Background

The IFU is not intended to be an exclusive route for support to the Armed Forces of Ukraine (AFU) and existing national and multinational routes for support to the AFU continue to run in parallel; submitting an EOI does not preclude suppliers from pursuing opportunities through these routes.

Four packages have been announced under the IFU. The first IFU package was announced on 15 February 2023:Ukraine to receive multi-million pound capability boost from international fund.

An Air Defence package was announced on 13 June 2023:Major Air Defence package for Ukraine announced.

Maintenance and Manoeuvre Support packages were announced on 11 October 2023:Major new package of support for Ukraines counter-offensive announced by Grant Shapps.
